I have the honour to submit a copy of a question put by me to the Acting Attorney General on the subject of the transfer to the Navy of lands occupied by the Military Authorities under the regulations in force up to the date of your despatch No.204 of the 19th of last June.

2. The matter was brought to my notice on reading the observations on the subject in The Times of the 19th August. It is a matter of very great importance to this Colony and the opinion of the Acting Attorney General seems to be very clear as to the Colonial rights in the matter, as such a transfer would mean a contribution from this Colony of several millions of dollars to the expenses of the Navy.

3. I observe that in the course of the statement made in Parliament one of the reasons given for deciding against the removal of the present Naval Yard and proposed dock was on the score of expense, another on account of delay in the event of the proposed change to Kowloon being made. I may state that the local experts ...
